Description:
Meeting Targets and Maintaining Epidemic Control (EpiC) is an FHI 360 implemented global health initiative project funded by United States Government (U.S.G) for the period of 2019–2027. FHI 360 is seeking applications from qualified individuals for the Global Health Security Expert position for the EpiC Mozambique Global Health Security (GHS) project focused on strengthening outbreak preparedness and response, enhancing laboratory and detection capabilities while supporting Mozambique’s capacity at the national and sub-national level for both human and animal laboratory networks, developing and enhancing surveillance systems and strengthen the International Health capacities at POEs to prevent, detect and respond to outbreaks for emerging and re-merging diseases, and strengthening the Public Health Emergency Operation Center (PHEOC) at the national and sub-national levels to rapidly detect and respond to public health threats.
Job Summary:
The Global Health Security Expert will provide technical guidance on GHS areas activities in Mozambique. This position will lead project activities and sub activities and assist with project implementation and ensure project activities are on track with work plans, with technical expertise informing project implementation. It will also oversee project timelines and budgets and assist in the development of donor reports and presentations.
Accountabilities:
Technical Requirements
- Provide technical leadership in Global Health Security activities in Mozambique.
- Works on activities that are complex in nature and that require evaluation of variable factors.
- Demonstrates strong analytical and decision-making skills in selecting appropriate methods, techniques, and evaluation criteria to achieve effective solutions, with limited supervision.
- Engages, mobilizes and coordinates international experts as needed to complement in-country experts.
- Networks with key internal personnel.
- Performs other duties as assigned.
Project Design Implementation
- With technical oversight, provide technical leadership in design, development, planning, implementation; and capacity- building of specific technical components of projects.
- Creates technical portion of the project plan, within the given resource and financial constraints
- Liaison with MOH –
- Leads the day to day technical and operational activities of GHS in Mozambique
- Ensures technical implementation is consistent with best practices in the Global Health Security industry.
- May supervise junior technical staff members, sub-contractors, and others implementing technical project work.
- Functions at the advisor capacity with oversight of technical project administrative and finance compliance, technical deliverables, and team management.
- Develops tools for the design and implementation of specific technical components Leads the day-to-day technical activities of assigned projects
- Track delivery of project outputs.
Partner/Sub-Award Management
- Coordinate activities with partners. Technically monitors sub-partners.
Capacity Building, Training and Supervision:
- Develops and implements technical training and capacity building interventions. Identifies strategies to address training gaps.
- May supervise or provide technical guidance to staff members locally and in the region.
Project/Program Reporting
- Drafts sponsor financial and technical reports.
- Collates and uploads output and deliverables data to sponsor data systems. Prepares and delivers presentations to sponsors on progress.
- Helps in the development and review of work plans.
Quality Assurance
- Ensures technical deliverables are consistent with best practices in the industry / subject and meet client / funder contractual obligations.
- Identifies areas for improved efficiency or effectiveness within prescribed parameters, and institutes enhancements to procedures.
Specific technical support to GHS include:
Support Animal Health Programs
- Strengthen disease prevention, detection and response in the animal and environment health sectors.
- Build capacity of laboratory and surveillance staff.
- Support development and implementation of guidelines, training materials and other need-based technical documents.
- Support the startup of the animal and environmental health activities.
- Engage with key stakeholders and collaborate with them on key deliverables in the field of animal and environmental health.
- Build capacity of veterinarians, veterinary departments and associated systems to ensure prevention, detection and timely response to the Zoonotic Diseases.
- Provide technical assistance to strengthen surveillance capacity in animal and environmental health sectors.
Support Antimicrobial Resistance Programs
- Provide technical assistance to develop and implement national action plan for antimicrobial resistance.
- Support the set-up of multi-sectoral coordination mechanism to over the implementation of the national action plan.
- Support costing of national action plan and development of short-term implementation plans.
- Develop and implement training programs to strengthen the capacity of Government counterparts and local organizations.
- Review, update and improve technical guidelines and standard operating procedures.
- Support development of concept notes, workplans, and role-out of the AMR program in target countries.
- Strengthen surveillance of key pathogens at the national and subnational levels.
- Support education programs for health workers and communities to improve rational use of antibiotics.
- Engage key stakeholders, academic institutions, professional organizations, private sector and other relevant entities in consultation with EpiC Project Director.
